It doesn't, but there probably needs to be some sort of 'fans charter' (as their was years ago), or something else that says 'wrong place, wrong time' and you might be refused entry without recourse. 

Just so people know.

What about someone remanded in custody pending trial? They are still presumed innocent. 

It's fine to ban until resolved without presuming their guilt. It's all about managing risks.

Two slightly off topic observations.

This will become a problem and a big one in society in future (not judges). Some surprising professions involved in that!

As to the banning pending investigation...normal protocol as Julie H and CR say.

Same in a way applies to gross misconduct in a workplace- people tend to be suspended pending investigation in a lot of jobs these days.
