Personally I think it's accepted for some time by most fans that they will see squad players and maybe some kids in this competition. It's an inevitable consequence of clubs have such large squads, even many in the lower leagues, and the financial pressure to be successful meaning that they are reluctant to play up and coming players in league games. 
From the fringe players perspective, it's a great opportunity to get themselves into the Managers plans or in the shop window, I hope that the powers that be don't try to get "creative" with the rules like they did with the JPT and force clubs to use X amount of the same players from previous/next game or something.

It's definitely devalued the cup. However, it wouldn't be so bad if the changes were continued through the latter rounds. As soon as some of the big boys get a sniff of success, it's by and large back to the first team.

It started to become the Mickey Mouse trophy many years ago and it's now about as worthwhile as the LDV vans trophy.

I think for the likes of a mid-table Prem side, it's counter-productive. They're never going to win the title, so why not try and win a cup?

The reality is that finishing in the top half of the table seems to be valued higher than winning a cup. In the same way that finishing 4th is now seen as the equivalent of having won something when it isn't. Football/sport is about winning things. Too many clubs have forgotten that. Same for teams fielding weakened sides in the Europa League. And the old adage of winning breeds winning still applies. 

Clubs should be able to field whatever teams they like (the punishment dished out to whoever it was for fielding a weakened side in Johnson's Paint (?) was ridiculous), but they're missing a big trick if they treat the league cup with disdain. 

It's slightly different for a club like ours, but a good run in the cup breeds confidence throughout the squad. We're not going to win it, but the experience of playing and maybe beating a top flight club must feel great.
