Well of course it counts in as much as you have been there, but I think to say you have 'done the 92' you need to have visited all the current grounds. I have seen every side in the football league play a home game , but only 89 of them at their current stadium, so I would say I have only done 89 out of the 92. As far as the issue regarding new/redeveloped stadiums I count the ground as visited if it is on the same site but as a new one if it`s moved location.
