The teams that comprised the First Division of the Southern League at the time were all professionals and a match for any of the teams in Div 1 of the Football League. Non league teams since the end of WW1 have definitely been fourth or fifth tier teams, but the Southern League pre-WW1 was on a par with the Football League. Although it is correct that City lost to Spurs in 1903 and technically Spurs were the only non-league team to win the FA Cup in 1901, at the time it wouldn't have been referred to as that. Spurs would've been regarded as members of the rival league to the Football League. It was only with the advent of the Southern League effectively amalgamating with the Football League in 1919 that only one professional league existed in this country and that the term non-league took on the meaning it has today. Bristol City were only the second southern team, after Woolwich Arsenal, to leave the Southern League and join the Football League. Thus they did the equivalent, at the time, of buying a VHS recorder rather than a Betamax and thus stole a march on the likes of Spurs, Portsmouth, Southampton, QPR and Bristol Rovers.
