Failing to realise that the whole funding for infrastructure projects should be secured prior to letting contracts (including any costs associated with servicing said funding,) could lead to the scenario whereby the club stumps up a sizeable chunk of cash to start works only for the fans contribution to quickly dry up leaving them in limbo, having to service two unbuilt wastelands.....
