It's all good and well having these protocols, but if it isn't followed with severe penalties then it makes the whole procedure pointless. Bulgaria must have a crazily mixed up heritage. You'll have DNA from Romans, Ottomans, Mongols, Slavs, Cumans, Russia, Greeks, the whole lot. The number of times over history that place has been conquered and it being on the front line of multiple nomadic migrations/invasions over the centuries means that they'll have every complexion. Personally, I suspect this is about a whole lot more than just some idiots who want to abuse black people at football. So does this mean you can throw abuse for certain times every game now till your on your last warning. Any abuse from any minute and that should be it off the players go.
