Just this one outstanding I think, answer up later today if no one gets it.

A saggy area, but City fans having the final word! 

Clue: for the 'area' think of where Bilbo Baggins lived.

I had it wrong anyway.

There was a number that came to mind from the 4 emperors in one year part, but it was about 40 out.

Tbf the member in question hasn't ever posted so it probably needs a clue and to be less cryptic.

Vespasian saw out that year and went on to have a successful reign.

Most people who have studied that period can name him and two of the others by their memorable names; this is the fourth that no-one remembers.

I went to the right place with my thought process, the year after Nero's death.

Only I had the year wrong (I never did history), and couldn't name any of those emperors.

I think mine is too obscure as whilst it is a member they have zero posts so nobody is going to guess it from having read OTIB; I will give it.

Some people may have recalled Galba, Otho and Vespasian from the year of the four emperors, AD 69, but nobody ever remembers;

Vitellius was Roman emperor for eight months, from 16 April to 22 December 69 AD. Vitellius was proclaimed emperor following the quick succession of the previous emperors Galba and Otho, in a year of civil war known as the Year of the Four Emperors.
