Clubs benefit from the overall deal when they’re in the prem, or have parachute payments, in the seasons for which the deal is applicable. So, as the deal has reduced, clubs get less money each year - including the promoted clubs. Its not that they’re paying more. They’re getting paid less. That doesn’t outrage me particularly.
