Yes, the game is stopped for head injuries, but..... it doesn’t ‘have’ to be a head injury for the game to be stopped.
The referee thought it was a potentially serious injury, and the player was on the floor in the penalty area. What if it was a broken leg, should the game just continue for 2,3,4 minutes until the ball goes out of play? 
The referee has a duty of care for every player.

He’s too nice, apologises too much. Getting bullied by their defence, needs to put himself about more for a big guy
