The first thing a player will see is the shirt. When you scan you scan the pitch and the way of accumulating the most information is not looking downwards. Peripheral vision also sees shirt first. 

Going off at a tangent. A light coloured kit that contains a large segement of black draws the eye towards it more than a dark coloured kit.

I think the shorts are so we don't see any players winkys during the game.

Herbert Chapman introduced hooped socks for Arsenal in the early 1930s as he contended that they caught the eye quicker than plain socks when players were looking down at the ball and pitch. Obviously, with Arsenal's success this caught on so virtually every team in the land sported hooped socks and the advantage was thus lost.
