When the lino thinks the ball is out he waves his flag appropriately and points it in the direction of the throw. As he's not doing this, surely it is clearly still in play.

But you can see the defending player on the sideline getting treatment, so I agree this looks like it could fall under ungentlemanly conduct if the defending player thinks the ball is being put out of play for that.

The linesman can only tell you it's in or out of play by waving the flag, anything else would be considered aiding and as such providing an unfair advantage.
