If the ST is at the beginning of a word or a syllable within a word, it’s pronounced SHT. Same as SP, as in SPIEL, which would be pronounced SHPEEL of course. So Harvey Weinstein should indeed be Harvey Vine-schtine. Or, as duly corrected, sex fiend! Interestingly, the other sex case, Epstein, is often called Ep-steen, but should of course be Ep-shtine, although I believe Mr Corbyn was accused of being an anti-Semite for pronouncing it that way.
