The madness is that the fine doesn’t count against their cap so they will save money on wind tunnel testing which they can spend on other development, like lightweight parts. And as the reduction is a proportion of their permitted wind tunnel testing (as champions they have the least time next season anyway) they don’t lose out as much as say Williams would have.

Yes, it’s a cash flow issue for the reasons you suggest. They have prioritised other payments over tax. I’m not sure how they will be able to keep paying player salaries if they cannot fit in the games in hand and their stadium is shut before the World Cup pauses the league.
