I think the Chairman stated that City would only break if there were no extra costs such as transfer fees before last season on gates of 15000 and two million [?] has been spent. It seems to me there is a real element of deck clearing including Nicky Carle going on since the end of last season in an attempt to free cash for additional playing staff.
