When people usually comment on ages, they usually say he's got a wise head on his shoulders, i.e. he acts older than his age. Or they would usually suggest he's fitter than his age would lead you to believe, i.e. he's got the legs of a youngster. So what GJ is suggesting by saying he's got a younger head is that he's less experienced than he should be at his age, and that he really is a 32-year-old, not fitter than you would hope.
