Wow how can you sign someone and then fail to get the work permit ?

depends on the age,

They can farm him out to a club in Belgium for 2 years until becomes a citizen and then he doesn't need a WP for this country as he's a europain citizen,

(Think arsenall did this with a couple of South Amreican players Carlos Vela springs to mind)

Arsenal signed Costa Rica international Joel Campbell from Deportivo Saprissa in 2011 but failed to obtain a work permit for him so loaned him out to FC Lorient for the first season and Real Betis the second. He was granted a work permit at the start of this season but was loaned out to Olympiakos anyway.

(Carlos Vela not mentioned but you are right, he signed for Arsenal in 2005 and spent his time on loan in Spain until 2008)
