Monkeh
Wow how can you sign someone and then fail to get the work permit ? Stoke City sign Juan Agudelo but fail to obtain work permit BBC Story depends on the age, They can farm him out to a club in Belgium for 2 years until becomes a citizen and then he doesn't need a WP for this country as he's a europain citizen, (Think arsenall did this with a couple of South Amreican players Carlos Vela springs to mind)

westred1
Arsenal signed Costa Rica international Joel Campbell from Deportivo Saprissa in 2011 but failed to obtain a work permit for him so loaned him out to FC Lorient for the first season and Real Betis the second. He was granted a work permit at the start of this season but was loaned out to Olympiakos anyway. Quite an interesting read here - http://www.thefootballramble.com/blog/entry/work-permit-woes-the-albatross-round-the-neck-of-britains-clubs - like Monkeh said Arsenal have a habit of doing it. (Carlos Vela not mentioned but you are right, he signed for Arsenal in 2005 and spent his time on loan in Spain until 2008)
