When Not If Joe Bryan Goes International Will He Represent England?

His Wikipedia page (yes I'm sure that bits reliable) Says he was  selected for Scotland Under 21-s a few years back and couldn't play because of concussion, clearly he was willing to play otherwise it would have been reported more than likely. So is it still the same for him, despite being English, Bristol born and bred?

I like Joe Bryan as a player and he has great technical ability, but people need to chill out a bit. He has been impressive in the third tier and he's already 21, not 16 or 17. Let's see how he gets on in the Championship before proclaiming him to be the new Messi.
