Why does League Two have 4 Promotion spots?

First Division, Second Division, Third Division North, Third Division South. I think it was from these two regionals that the numbers first came from, ie two from each that the 4 promotion spots came from; the two lower divisions are or were inextricably linked.

Back in the old days it was automatic 2 up and 2 down from all divisions with the exception of the old 4th Division (League 2 now) where the bottom club had to get re elected to stay in the Division. No such thing as play offs back then.

I thought it was only one up from each of the third divisions in the 50s?

Exactly that. In 1960 when the regionalised 3rd North and South were turned into national leagues 3 & 4, there wasn't any automatic relegation from Four. It was either one or two bottom clubs for re-election, and it was therefore considered that to have four promotion would make it more interesting for longer in the season. It was thought that otherwise, Four would become a backwater from which some clubs never escaped.

The changes also allowed more teams up and down from leagues two and three. Previously, Third North & South only had one promotion spot from each to Div Two. It was difficult before that for clubs to go up with only one promotion, City spending from 1932 until 1955 in Div 3South.

Later in Div 4 came automatic relegation to Conference for the bottom team. Changed much more recently to two down.

The amazing fact is that we still have three down and up to Premier. When the great and greedy League was formed in 1992, they wanted only two down. Football League resisted and this it remains three down/up. The next big change will probably be when the Championship becomes Prem 2 with only 20 clubs. Then relegation from Prem 2 might become one only?

Well it didn't work on the weekend with a local team not selling out when 3rd place is very much on.
