Portimao itself is OK - it's not that commercial and is more of a working town than a tourist trap. . The good thing about it is that you can use it as a base to visit the rest of The Algarve.. You can catch the coastal train to Alvor and Lagos. Lagos is my favorite place on the Algarve - a really pretty harbour and excellent beaches, but it can get very crowded.
