I think that's what it's saying but it's not been written particularly clearly. I guess it might make sense for their to be a cap to prevent clubs moving every game outside of the Saturday 3pm time slot (especially whenthe TV rebels from the recent episode might like to form their case to show how massive they are and how they're being unfairly done over by the Sky TV deal).
