I've read Birmingham / St Andrews.

The joy of having foreign owners who thought wrongly that they could make money out of a lower league football club.

Best fit, but they stayed up and the article quotes an L1 team.

My guess is Burton. It's as long a poke as Northampton, but a large step down from Highfield Road let alone the Ricoh. Failing that Peterborough, it's a closer fit but a longer trip.
