Recommends a new regulator, independent of the FA, EFL, and clubs. That regulator would operate a licensing system, plus new owners and directors tests. Regulator would be based on the FCA and Prudential systems that regulate the financial sector. That includes proper Corp gov requirements, including requirements for independent non execs, and directors to be able to prove their qualifications. Based on Corp gov rules used by Sport England. Recommends a Golden Share to be issued by every club to its Supporters Club (or equivalent). Such golden share to have voting rights that enable it to block selling the club stadium or permanently relocating it outside of its local area, joining a new competition not affiliated to FIFA, UEFA or the FA, or changing the club badge, the club name or first team home colours. This bit is interesting as well: "The Review was made aware that the Leagues are in discussions on parachute payments, and it is hoped that they will reach a mutually beneficial conclusion. If football cannot find a solution by the end of the year, the Review has concluded that the Premier League and the EFL should jointly commission external advice to develop a solution to parachute payments as well as wider distribution issues. However, if football cannot find a solution ahead of the introduction of legislation to implement the reforms set out in this report then IREF should be given backstop powers to intervene and impose a solution." All looks pretty good so far. Long way to go as it is still just recommendations. However, it's a pretty strong opening statement. Will read some of the details tomorrow.
