Yes clubs submit their designs to the EFL - around about this time of the season - but the EFL just check those against their regs. They don't then instruct teams on what kits to wear at specific games. Match strips are decided on a per match basis about a week in advance. Home teams and away teams submit what they want to wear via an EFL portal. It's then down to the individual officials at each game to rule on what teams wear. It's not an EFL decision. Ps.
