Not sure that’s true, believe the away team submits a request to the referee at some point before the game (might be week before or something like that).

Not sure where or who you heard that from, but honestly that's not how it works at all.

Yes clubs submit their designs to the EFL - around about this time of the season - but the EFL just check those against their regs. They don't then instruct teams on what kits to wear at specific games. 

Match strips are decided on a per match basis about a week in advance. Home teams and away teams submit what they want to wear via an EFL portal. It's then down to the individual officials at each game to rule on what teams wear. It's not an EFL decision.

Ps. Red v green would be worse than blue v green. No match should ever feature red v green.

Fair enough. Was just what someone mentioned to me earlier. I wasn’t sure it was the case

Either way they love to make some questionable calls with kits...
