I remember thinking at the time that she was bending every rule in the book and past precedents, to find a way to recommend the application for approval. This was that he thought League 1 & 2 should start next season one or two weeks before the Premier League and Championship. I would agree, their seasons other than playoffs are over. It could certainly be financially beneficial TV etc and might help some of the lower league clubs that would otherwise struggle , to survive.
