Have to say I had my reservations about the stadium. But we were quite far back and the view was excellent IMO. It was good to watch the game from a different viewpoint. And the City fans were excellent and loud. Great day

My interpretation is simply that this is their version of “safe standing”, and what we should expect to find in the away end on Sunday.
If it is as you say, I also don’t understand why West Ham would have this rail when other stadiums with an equally high rake don’t.
Edit - this article appears to support my theory. The headline refers to “safe standing” and then talks about the addition of a rail.

There has been many games on par or worse than today unfortunately.

The game reminded me off when Manning first took over. The amount of times we went backwards from being 2/3rds up the pitch, just constantly slowed us down.
In fairness to Millwall I thought they were very good , done a proper job on us. And played some good football
