I've had officious old farts claiming to be Downs Committee members telling me what I can and can't do, but oddly enough when real anti-social behaviour occurs, such as enormous, tattooed, shaven-headed blokes parking 4x4s on the grass and proceeding to light barbeques and play music at staggering volume, they never seem to confront them. Funny, that. (And before you ask, no, the activity for which I was chastised did not involve a long, grubby macintosh, a flat cap and bicycle clips.
