They shouldn't have to be subjected to violence or abusive behaviour at a public event.

My question is - why is this aggression and hostility prevelant in football, when other sports suffer only occassional incidents?

Football violence has always been here. It's not like it was years ago because of the bans, fines and a real threat of prison it is much more rare these days and often goes on under the radar for those reasons.
