It's not that. We've kicked off plenty of times at 7.45 with Champions League games going on too. The club said it was due to other events at the stadium during the day and allowing time for those visitors to exit the stadium before the City crowds arrive. By the time I get in from work and then with the state of the traffic, it is a relief having that extra 15 minutes to get parked and get in. I leave at 6 and sometimes I'm lucky to be there before 7.15 so that extra 15 minutes would mean I could get something to eat and have a drink. Currently it's either one or the other. Adam explained the other day that it's because it was originally quid a kid when it was scheduled for the Saturday, and they'd already sold tickets at that price so have to stick with it.
