I see what you're saying, but wind varies all the time, it doesnt matter if its a constant 5mph, 50mph or 500mph winds, you'll still get gusts of wind that will be higher than this.

Take Hurricane Ophelia for example, when it was in the Azores, it got upgraded to a category 3 with wind speeds measuring 115mph, but the gusts were still much higher.
