Although Scudamore looked into the possibility of the 39th game, this was only after the idea was pitched to the premier league by Rod Eddington - it was his brainchild, not Scudamore’s - Eddington was the chairman of a major events company and he was also good friends with Rupert Murdoch, owner of Sky Sports...hence the money angle for tv rights to the extra game...
