I've always thought the Robin was awarded as the OTIB version of a Blue Peter badge. A post that shows a person's thought or deed to be worthy of praise, would get a Robin. It could be about the poster or about their subject matter eg a player doing something positive out of normal office hours. However, and this is where the OP has a genuine point, should it be necessary to count how many Robins have been awarded to individuals.
