Assume it’s because new signings whether domestic or from other leagues who didn’t play in first game cannot play a replay as technically the same tie? I don’t recall this in previous years, he hasn’t played an FA Cup game this season so seems unfair. Imagine if we played Forest and they lost important players through injuries and then had a couple of players sent off.
