Why have new managers struggled so much this season?

It's changed hasn't it. The likes of Fergie and Wenger built entire clubs by managing upwards and sideways as well as downwards. 

Clubs just aren't structured like that anymore so the head coach/managers influence has been reduced. 

The role is probably more important at a club like City though, where there is a complete vacuum in the background.
