They need to just have two separate competitions with a reduced format for the county comp, have one played May/June and one in July/August. Have the county one 3 groups of 6 with 5 group games. Top 2 automatics and two best third place going through to 1/4 finals. Because of the reduced number of matches each will become a lot more important as you can't go on a 2/3 game losing streak and still qualify easily. You can then have the new league as a round robin at the end of the season with a franchise system and round robin format being 7 games per team. Having a reduced 50 over cup can help this, 2 groups of 9 with 8 games each before semi finals. The reduction of games in the current two competitions would probably create another 10 plus game days that could be used for the new competition.
