As per above avoid Car Supermarket type places like Carbase etc, you might get a good car/service but chances are you won't.
Again main dealers can be hit or miss, if you're a cash buyer they are less interested in you as they want you on finance.
In my experience the best garages are privately run independent garages who care about your custom and know the cars they are selling.
For your budget and requirements above a good choice would be a 3/4 year old Ford Focus. For that money you will get a decent spec car with low to average mileage and you'll have a choice of hatchback or estate.

They are never bothered at Cardiff, it's basically unreserved standing as long as you're in that section of course.

Edit: He’s assuming you can use Ashton Gate in the whole game. And if you want Rovers ground as your backdrop, apparently you just need to fire up the ZX Spectrum and it’s true to life
Just to confirm Ashton Gate will not be in the game from release but will be added in an update later on in the year I believe.

The majority of vehicles on the road are safe though and don't necessarily require yearly check ups, just personal checks for consumables that all drivers should be able to do. With the caveat that the penalties for driving with illegal tyres say be increased.
They should be looking at additional tests for drivers over a certain age. Having to reapply every 3 years over the age of 70 is completely pointless as it's a simple 'yes I'm fit and healthy to drive', well of course the individual person will say that about themselves!
