A police officer can not investigate in an official capacity unless any of the criteria of points a-e have been met.
You cannot introduce opinion into an investigation without having evidence or testimony in place first. And the only opinion you can have is whether You have enough evidence to invite person(s) for questioning or to make an arrest.
You have enough evidence to investigate the complaint/offence in the first place.
In this case:
Has there been a complaint by the injured party which can be substantiated.
Has there been a criminal offence committed which can be evidenced with witnesses or real time electronic data.
If it is historic offence, there absolutely has to be a complainant and a name given of the person who committed the offence.
If yes to any of those then the case will be assigned to a police officer by a Sargent or an Inspector in the force district local to the complainant.
No copper would get involved in an official capacity with the only evidence, if you can call it that, is a load of chat on an Internet forum which has escalated into an argument.

a “ copper” can get involved in an offcial capacity if they have honest belief that a criminal offence MAY have been committed.
as previously stated I have looked at cctv from the last game of the season and found no evidence of such an offence . However as this has now been resurrected by both sets of fans I will now speak to people who wish to give me evidence/ information about the offence. This happens a lot in the world of policing and is no different to neighbourhood disputes / harassment cases.
Fyi I am here on this forum in an offcial capacity, hence the police crown on my name I do not investigate offences based on opinions, just facts that can be proven in each individual case. I am not on this forum as a Bristol city fan, although it is a fact that I support them.
I offerred the opportunity to go into the gashead forum in the same capacity however as you yourself may have noticed this does not appear to be something that Bristol rovers fans on that forum want at this time.

Right everyone I have spoken at length to henbury gas and with his permission can confirm I will be meeting him Tuesday
both sets of fans want the same thing, an investigation to clear up what actually happened and that will be happening.
i now won’t be able to comment about this case until that investigation is complete .

Well what a response on the other forum, clearly the fans there are not happy for me to go on and therefore I won’t.
I will take henbury gas up on his offer and if he is monitoring I will come and see you Tuesday at 1500hrs !

I am considering registering on that forum. I had a meeting with staff members at Bristol rovers last week and I mentioned how useful some city fans have found my contributions on this forum and I would be keen to do the same on the rovers one . The staff at rovers are keen as well, so I am hoping to make contact with admin for the site to see if it would work!

No because the legislation to restrict travel is only in connection with regulated football matches

I have previously given an update on that and the evening post reporter also ran an article.
from memory 4/5 arrested charged public order offences, fined in court and lifetime stadium bans . No banning order requested as it was not in connection with a regulated football match

first time I have ever been called tame.
to confirm yet again no complaint, evidence or cctv has ever been reported for an incident of this nature
as per my previous posts still happy to meet with any person who wishes to report this as a crime having witnessed it or spoken to the injured party. To date no one has contacted me .

No that is not the case.
We can apply on conviction for a banning order if the violence/ offence is linked to football. As previously stated this is the case and therefore that is the route we shall take for this incident.
it is down to the court to decide if the granting of such an order is proportional to the risk of further disorder at or in connection with any regulated football match. Each case is taken on an individual basis .

So you apply for a banning order without them being convicted of any offence ?
I do apologise, once charged and convicted we will be applying for banning orders. I don’t treat football fans any differently to the rest of the population .

Does that still apply, or are these banning orders only imposed if the incident occurs on a matchday etc
That is the case with this offence as the violence was undoubtedly football related.
Ultimately it is down to the courts to decide but if these people are charged then banning orders will be applied for in court by us .

In reply I can say;
1) at no point did I personally see any Hong Kong phooey movements
2) I feel certain with the power of social media at some point an edit will appear with that written on
3) no turtle power seen
4) did not hear grey skull being shouted. !

Update
there were 6 males arrested on the night, they have been released under investigation for further enquiries and collection of evidence.
this disorder was in relation to football violence between Bristol city and Bristol rovers “ fans” .
there is clear and indisputable evidence that is the case.
enquires are ongoing

I fully support BRIAN WILSON's request. @JulieH, is there anything that can be done? Surely as it's extremely provocative, something can be done?
From the details I have seen there appears to have been no criminal offence committed with regard to the postings on the forum, however our police service does fully commit to full investigation of any allegation that is received.
i would ask that anyone who has details of the offended fan in question to dm me his details . I can then speak to him personally.
More than happy to do this in the close season, makes a change from World Cup reports and passport surrender !
