Let me explain - if you have a runny nose and watery eyes you would self diagnose that you had a cold and you would know what to do and what medication to use. You know that you will recover in a few days. Therefore no need to visit your GP or a hospital and waste the NHS time and money. That's what "self diagnose" means in NHS terms.
