A large group of Millwall fans were filmed taking part in a racist chant during the FA Cup match against Everton on Saturday, which was clearly audible over other crowd noise. The governing body is investigating and is likely to charge Millwall over their supporters’ behaviour. The rules were changed in 2014 so that a club can no longer use a defence that they had taken all possible steps to tackle and prevent racism. Millwall were the most recent club to be charged with an offence of racism among supporters by the FA in 2009 but escaped punishment after proving “due diligence”. There is now “strict liability”, however, meaning that clubs can still be sanctioned even if they have addressed the issue. Lord Ouseley, head of football’s anti-discrimination group Kick It Out, said the authorities should have been prepared for problems on Saturday as Millwall often attract troublemakers for big matches. He said the FA’s disciplinary process in dealing with racist charges was “tortuous”. “My big problem is that there is no immediate action taken,” Ouseley said. “The administrators at the grounds have to take control of the situation — the referee can intervene, warnings can be broadcast, but nothing happened. It is unacceptable and needs to be dealt with by those responsible in the stadium.” Piara Powar, executive director of the European anti-discrimination body Fare, said the FA should follow Uefa’s lead in sanctioning clubs. “They have the power to close parts of stadiums, impose full stadium bans, move matches, and should use these powers with clubs who are persistent offenders or have a record of offending,” he said. There were also fights between Millwall and Everton fans outside The Den on Saturday before the FA Cup match, which Millwall won 3-2. One supporter was slashed across the face. Millwall’s chief executive Steve Kavanagh said that racism was a wider problem. He told BBC Radio 5 Live: “Let’s face it: our society is having a bit of a rough time at the moment and people are having a go at each other about various different things. Under the HRA it's pretty much impossible to prevent any family associated with a newly naturalised citizen from themselves gaining initial rights to temporarily remain and thereafter for themselves to regularise as citizens. You also neglect to analyse the impact of immigration on population growth. Naturalised citizens have, for a variety of reasons, a significantly higher birth rate than the declining, indigenous UK population. For example, in London over the past few years nearly 60% of live births were to mother's who themselves were not born in the UK.
