I think Marine Boy was more 'economically made' than intentionally 'Anime' Well it's animation specifically from Japan, so I guess it's like only being able to call sparkling wine from the Champagne region champagne. If it's made in the same style outside of Japan it's usually referred to as "Japanese Inspired" or "anime influenced" I think. Great examples are Studio Ghibli works like Howls Moving Castle or Spirited Away (which is a beautiful way of teaching children about death).
