We've all been in jobs when the new man comes in and decides that everything needs changing, when in most cases, it doesn't. The old adage " if it ain't broke then don't fix it" comes to mind. Manning has to prove that his changes will improve things. We will have to wait and see. But meanwhile, he has to be seen to be rocking the boat which in turn will cause unrest.
