More likely the ref took a look, saw it was Ramos, and assumed he`d either fouled the Russian or dived like he normally does.

Does anyone know if VAR is being used during penalties (shoot outs or 90 mins)?

The Russian keeper comes off his line before the ball is kicked, therefore breaking the rules?

The one where a penalty was saved in the Saudi Arabia vs Egypt game was more blatant as he's starting off the line, so even the lino on the side of the pitch should have clocked it.

There's been plenty of instances in the past where goalkeepers would jump a few inches/feet forward before a penalty has been struck to gain an advantage, which to the naked eye would be difficult for the officials to spot. But isn't this the kind of thing VAR was meant to help with?
