It doesn't.  But read the rule book.

 

I think you should take your own advice, pal If it is a foul then that is the end of it. The player being fouled would only be penalised and cautioned if he attempted to deceive the referee by pretending he had been fouled. If he was actually fouled that wouldn't apply as you can't pretend something happened if it did in fact happen.
